Update: Site Access Works on the A436

A417 Missing Link scheme

Reminder: Site access works on the A436

November 2023

On 10 November, the A417 Missing Link project will start to create a new site entrance off the A436 near the Air Balloon roundabout. This work will provide easy access for site vehicles and heavy goods vehicles making deliveries to our new site offices and compound. It’s been carefully located to help keep traffic moving and congestion to a minimum during the project.

To keep everyone safe, we’ll need to close a small section of the A346 and the top of Leckhampton Hill whilst work is taking place, but we will do this over one weekend only to minimise disruption.

Road closure and diversion

A small section of the A436 and the top of Leckhampton Hill will be closed between 9pm on Friday 10 November and5am on Monday 13 November.

A diversion route will be placed via the A46, A40, A435 and A436 and has been agreed with the Gloucestershire County Council.

Crickley Hill Country Park and National Star College will be open for business as usual.

Access during the closure will be maintained at all times for residents and emergency services. The diversion route is 13 miles and will add approximately 25 minutes to your journey so plan accordingly.

What work are you doing during the closure?

During this work we’ll remove existing traffic islands, create a temporary roundabout and install a new site entrance.

The main site office and compound will contain two-storey portacabin offices, welfare facilities, parking, and a materials storage area. It will also be home to machinery for crushing large pieces of excavated rock. This will enable us to re-purpose excavated material for use in the build: helping to further reduce the project’s carbon footprint.

We’ll aim to keep disruption to a minimum and apologise in advance for any inconvenience caused by our works.

Update: Crickley Hill Widening

A417 Missing Link scheme

Reminder: Crickley Hill widening

October – November 2023

On Monday 16 October, the A417 Missing Link project will start widening a small section of Crickley Hill. This work will crucially help us to keep the traffic moving and congestion to a minimum during phase two of the A417 project, when we’ll be working in this area.

To keep everyone safe, we will need to close the A417 in both directions whilst work is taking place. We’ll do this on weeknights only to minimise disruption.

An approved diversion route will be in place via the A46, A40, A435 and A436 and has been agreed with Gloucestershire County Council.

Road closure and diversion

The A417 will be closed overnight between 8pm and 6am on:

  • Monday 16 October – Friday 20 October
  • Monday 23 October – Friday 27 October
  • Monday 30 October – Thursday 2 November
  • Monday 6 November – Thursday 9 November
  • Monday 13 November – Friday 17 November
  • Monday 20 November – Friday 24 November

    What work are you doing during the overnight closures?

    A small section of road will be widened near Cold Slad on Crickley Hill, which is crucial to keeping the traffic moving and minimising disruption in the second phase of construction where we’ll be fully widening Crickley Hill.

    As party of this work, we’ll be relocating some nearby utilities, but this will not affect resident’s supplies.

    We’ll aim to keep disruption to a minimum and apologise in advance for any inconvenience caused by our works.

    To the bat cave! National Highways helps support UK bat species along the A417 Missing Link

    Converting a World War II bunker for wildlife is one of the innovative measures National Highways is taking to help support UK species of bats that have made their home in Gloucestershire. Thanks to the government-owned company, the converted structure will be home to the Lesser Horseshoe, Brown Long Eared and other species of bats. National Highways is also installing bat boxes in suitable habitat across the scheme, which although not obvious to passing motorists, provide vital homes for the bats. Veteranisation techniques – where the decaying process is started in young trees - will also be used on trees to create potential roost opportunities that mimic crevices and roosting opportunities only found on older more mature trees. Three other bat structures will also be developed during the scheme, along with the planting of trees, hedges, woodland and grasslands to improve sustainability. Celine Acard, Senior Project Manager for the A417, said: “We know how much people love the wildlife that makes its home alongside routes like the A417, and roads like this can often they can be oases for biodiversity. “When situated alongside linear infrastructure, such as A-roads, habitats can create crucial corridors for pollinating insects, birds and small mammals, enabling wildlife to permeate the wider landscape. “It’s vitally important that we protect the surrounding countryside and wildlife that makes it home there when we build this transformative scheme - not only for this generation but for the many generations to come to enjoy. “It’s also fascinating to see the wide variety of bats in this region, something we are determined to support as we move forward.” Natasha James, Ecological Clerk of Works, added: “It is vitally important to preserve, protect and enhance the habitat of the wildlife within our site and our surroundings. “Bats will feed within the area around their roosts, which can be up to 10km or more depending on the species. It is therefore important that we provide habitat protection throughout our site as the bats fly between their roosts and feeding grounds. “It is also essential to ensure that these habitats are protected for bats and enhance opportunities for bats where we can.” Bats are fascinating animals – the only true flying mammal – and there are 18 species of bats in the UK, with the creatures accounting for more than a quarter of mammal species in the UK and around 20% of all mammal species worldwide. Weighing not much more than 2lbs on average, this small mammal is often found in caves, rock crevices, or under bridges. However, National Highways is going the extra mile to help preserve the species that made their home along the A417 Missing Link. Bat species being supported include the Lesser Horseshoe and Barbastelle, an incredibly rare bat that lives in deciduous woodland. They’re 4-5cm long and have a wingspan of around 26cm. In the UK, they are protected under the Wildlife and Countryside Act, 1981, and are listed as near threatened on the global International Union for Conservation of Nature (IUCN)Red List of Threatened Species. Other species along the A417 Missing Link include Noctules, Barbastelle, Soprano and Common Pipistrelles, Brown Long Eared, Serotine and Natterers. To ensure the bat population in the area were properly supported and evaluated, National Highways sought the services of chartered ecologists and have a team of Ecologists on site at all times to ensure the works are all implemented correctly. Along with identifying the various bats, they also implemented a biodiversity mitigation plan that would see the scheme have a positive contribution towards local bat and bird populations, including suitable habitat adjacent to the scheme. Work on the scheme goes beyond bats though, with ecologists continuing to relocate reptiles away from construction areas including baby common lizards, slow worms, Roman snails and adders. As construction progresses, green bridges will be lifted into place to ensure animals can cross the new road safely. Supporting the landscape vision of the scheme, National Highways will also continue to work with stakeholders to maximise environmental benefits, and the company’s plans include creating new habitats and habitat connections for native wildlife species, such as birds, bats, bees, and badgers. As part of the major road upgrade, other biodiversity boosts will include: 5 miles drystone walls 5.6 miles hedgerow 25ha native woodland 4.3ha scrub 7.6ha native grassland 75ha limestone grassland On an average day, this section of the A417 carries approximately 40,000 vehicles. Congestion can be frequent and unpredictable, and with motorists diverting onto local roads to avoid tailbacks, this causes difficulties for neighbouring communities. The £460 million scheme, as well as preserving and enhancing the surrounding Cotswolds Area of Outstanding Natural Beauty, will help to eradicate the notorious bottleneck, unlock Gloucestershire’s potential for growth, support regional plans for more homes and jobs, and improve life for local communities. National Highways’ A417 Missing Link scheme includes:   3.4 miles of new dual carriageway connecting the existing A417 Brockworth bypass with the existing A417 dual carriageway south of Cowley;  the section to the west of the existing Air Balloon roundabout would follow the existing A417 corridor. However, the section to the south and east of the Air Balloon roundabout would be offline, away from the existing road corridor;   a new junction at Shab Hill, providing a link from the A417 to the A436 towards Oxford and into Birdlip; a new junction near Cowley, replacing the existing Cowley roundabout;   the existing A417 between the Air Balloon roundabout and the Cowley roundabout would be repurposed, converting some lengths of this existing road into a route for walkers, cyclists and horse riders, while retaining other sections to maintain local access for residents.     A417 Missing Link Scheme News

    Dear Residents and Stakeholders

    In September, we will be heavily focused on removing the remaining suitable habitat on site and ensuring as many reptiles as possible are translocated to our receptor sites before they go into hibernation at the end of the month.

    In addition, bat emergence surveys will be taking place on buildings and trees to make sure there aren’t any bats present. Tree veteranisation activities will be taking place over the next few months to speed up what would naturally occur in more mature trees. This is a nature conservation tool to create decaying wood habitats on live young trees, which will then provide a thriving environment for wildlife, such as bats, birds, small mammals, and invertebrates.

    A417 Missing Link roadworks

    We’re currently building a temporary road crossing near Cowley roundabout so that our machinery can easily get from our new satellite office to nearby work areas. When it’s finished, temporary traffic lights will be in operation between 9am and 5pm and will give priority to local traffic.

    Routine maintenance on the strategic road network

    Road Management Services (RMS), which operates and maintains the A417 in this area, will be undertaking important structural repairs to Highworth Road underbridge on the A419 near Swindon in September. To keep workers and road users safe, the A419 in this location will be closed on the following dates and diversions will be in place between:

    • 20:00 on Friday 22 September and 06:00 on Monday 25 September

    Temporary traffic signals will also be installed on Highworth Road. All diversions will be clearly signposted and we will write to local people and install advance warning signs.

    Motorists are advised to plan their journeys accordingly and to expect some delays.

    Environmental updates for the A417 Missing Link scheme

    July

    July brought a change in the weather compared to the sunny month of June. Therefore, we’ve been able to begin the Roman snail translocations.

    The team have been out early in the morning or late in the evening moving as many as they could find. The picture below shows a snail using the newly established hibernacula in the receptor site. The translocation will continue to take place this week with more rainy weather due.

    For the badgers, further encouragement is needed to try and get them into the new sett. Over 20kg of peanuts has been distributed between the old and new sett so far, however the footage gathered shows no badgers entering the sett yet. Perseverance is always needed to encourage badgers to move, so more updates to follow.

    What’s coming up in August?

    All species translocations will continue well into August. The area of suitable habitat for the reptiles is becoming smaller, so it should become slightly easier to start trapping out the remaining animals. Alongside the translocations, the stone walls are continuing to come down and will do so until September. Many species have been found inside the stone walls with the most common being toads.

    Over the next month, we will start to install new bat boxes. They will provide extra places for them to roost away from construction areas

    Bats use night roosts when they are away from the maternity roosts. Night roosts are thought to extend feeding ranges and provide additional shelter and feeding perches.

    Dear Customer

    Drainage survey works – July 2023

    We’re writing to let you know that we’ll shortly be undertaking some drainage survey works on the A417 at Cowley/Nettleton Bottom between Monday 3 July and Thursday 13 July 2023.

    These works will be undertaken in two phases using both temporary traffic lights and full closures of the A417 overnight, as detailed below:

    Traffic lights (managed road traffic management)

    Date: Monday 3 July until Friday 6 July 2023

    Time: 9pm to 6am each night

    Location: On the A417 near the Golden Heart Inn, traffic will be restricted to one lane and traffic lights will be installed. Due to the careful timing of the work, delays should be minimal.

    Full closure of the A417

    Date: Monday 10 July until Thursday 13 July 2023

    Time: 9pm to 6am each night

    Location: A417 Air Balloon roundabout to Cowley roundabout

    Diversion: The road will be closed in both directions and an approved, fully signed diversion route will be in place via the A429 and A436. Local residents are being advised to use alternative routes.

    The Golden Heart Inn will remain open for business and staff and customers will be escorted to and from the premises from Cowley roundabout. This may involve a short delay depending on our stage of work - our priority is always to keep road users and our workers safe. Thank you in advance for your patience.

    To minimise disruption, we’ll be working on weeknights only when there are fewer vehicles on the road. During the day we’ll keep the road open as usual. We’d like to apologise in advance for any inconvenience or disruption you may experience during this work.

    We always aim to work to the programme, however unforeseen circumstances or adverse weather conditions may mean changes to it.

    A417 Missing Link News

    April and May 2023

    The month of April has been very busy with all systems go on the early-works. Ensuring the works can take place, the ecologists are busy on site completing their checks and final surveys.

    Prior to the soil stripping for the archaeology works, skylark checks were completed to ensure there were no nests within the works area. Kite hawks have also been set up in the area to discourage skylarks from using the field to nest, these kites mimic the flight behaviour of larger birds of prey.

    Now we are in nesting bird season it isn’t just skylarks to be aware of, most birds will be nesting, whether it’s on the ground, in trees or even in machinery. Birds will nest in the UK until early-September.

    The reptile fencing is now almost complete and combined with the recent warm weather, this means the reptile translocations can begin.

    Reptiles, such as adders, slow worms, common lizards, and grass snakes will be moved into our receptor sites.

    As part of the reptile translocations, a small number of adders will be tagged before they are released. Radio-tags are attached to the adders with glue, and these will stay on the adders until they shed their skin later on in the year. This will provide some very interesting and much needed data to see how far the individuals travel in their new locations.

    What’s coming up?

    As we move through May and the weather starts to get warmer, many species will be even more active on site, and we must be even more vigilant when working to ensure none are impacted by the works.

    Badger cubs will be old enough to emerge out of their setts above ground. Roman snails will be active and begin mating and great crested newts will have almost completed their mass migrations to their breeding ponds. Bats will also emerge to feed regularly during the night, with the best times to see them at dusk and dawn.

    A417 Missing Link - Road Closures

    We will have a full closure on the A417 starting 11 April for 4 shifts between 21:00 and 06:00 – please see below for information

    Crickley Hill Full Closure

    When: Tuesday 11 April – Friday 14 April 2023 – 4 shifts

    Time: 21:00pm – 06:00am

    Where: A46 Brockworth to Air Balloon Roundabout

    Why: Barrier Inspection, Surveys and Ground Investigations

    Diversion

    A46-A40-A436The Gloucester County Council closure on Charlton Hill (A435) to repair the land slip is currently out day and night until the end of the September 2023 inclusive of weekends and sends traffic down the A436, A417 and A46. For four nights, starting on Tuesday 11 April, between the hours of 2100 and 0600, we will be altering the existing diversion to send traffic on the A436 and A40 via Andoversford and closing the A417 between A46/Brockworth and the Air Balloon roundabout.

    We have agreed with Gloucester County Council to use the extended diversion as Charlton Hill (A435) is currently not safe for traffic. Please note - this route is only for closures required while Gloucester County Council’s, Charlton Hill Land Slip closure is installed ending September 2023.

    Cirencester Road GL3 4TX

    When: Tuesday 11 April – Friday 14 April 2023

    Time: 07:00am – 17:00pm

    Where: Cirencester Road

    Why: to provide safe access and egress for site traffic

    TM: Traffic signals to control the traffic to allow plant to manoeuvre at location. Operative controlled and operational when needed to allow plant into and out of site entrance.

    Cowley End of A417

    When: Thursday 13 April – One night

    Time: 20:00pm – 06:00am

    Where: A417 Cowley end of scheme

    Why: Vehicle Restraint System inspection and topographical survey

    TM: Lane 2 closure only on the north and southbound carriageways. Once finished in central reserve, we will remove Traffic Management and reinstall lane 1 closure at same location. Traffic will be able to proceed in the remaining open lane - no diversion needed and through roads to villages open.

    Please note that these works are subject to change due to weather conditions or unforeseen circumstances.
